4 page 4 of 31 1 GENERAL PROVISIONS 1.1 This Guide is the fundamental document of the River Register SMS. 1.2 The SMS Manual defines the structure of the safety management system for River Register vessels and performs the function of a local regulatory act in the application and improvement of the SMS. 1.3 The SMS has been developed and applied in compliance with the legislative and other regulations of the Russian Federation and local acts of the River Register that apply to the activities of inland water transport related to vessel safety management. 1.4 The SMS regulates the activities of River Register employees and crew members of River Register vessels to ensure the safety of navigation and prevent environmental pollution, as well as in the event of dangers and emergency situations associated with vessels. 1.5 The structure of this Manual corresponds to the structure of the requirements established in clause 1 of Article KVVT. 1.6 These Guidelines can be used by shipowners to develop ship safety management systems, subject to processing that takes into account the existing organizational structure and activities of the shipowner, the number, types and purposes of ships. 2 ABBREVIATIONS AND DEFINITIONS For the purpose of applying this Manual, the following terms, their definitions and abbreviations are established: KVVT Federal Law from the Federal Law “Code of Inland Water Transport of the Russian Federation”; River Register is a federal autonomous institution, including the Main Directorate and branches; the safety management system for River Register vessels is a set of documented measures necessary for the effective implementation by River Register vessels of the requirements in the field of ensuring the safety of navigation and preventing environmental pollution, the actions of River Register employees, including crew members of River Register vessels, in the event of dangers or emergencies associated with the vessels situations; SMS safety management system for River Register vessels; vessel(s) vessels belonging to the River Register. 3 VESSEL SAFETY MANAGEMENT SYSTEM The River Register has developed and applies an SMS, which includes: 3.1 Instructions to the shipowner’s employees to ensure the safe operation of ships and the prevention of environmental pollution in accordance with the requirements of KVVT (clause 1 of paragraph 1 of Article 34 1 KVVT) Employees of the River Register The Register and ship crews, in terms of ensuring the safe operation of ships and preventing environmental pollution, are guided by this document, regulatory legal acts of the Russian Federation and local regulations of the River Register.

The list is posted on the official website. The list is kept up to date by the Assistant General Director for Fleet (responsible person). Contracts related to the operation of River Register vessels, including the implementation of their current and overhaul repairs are concluded on requests from ships or on the initiative of the Assistant General Director for the Fleet (Deputy Director of the Branch (3.2.4 of this Guide). Contracts are agreed upon by the Assistant General Director for the Fleet (Deputy Director of the Branch), in case the vessel is assigned to the branch, by the legal service of the Main Directorate or the person responsible for concluding contracts in the branch, the financial director-chief accountant of the River Register (chief accountant of the branch), the agreement is signed by the general director (director of the branch) (amended version, Amendment 1) Contracts for the repair of ships are concluded only with organizations that have. certificate of recognition of the River Register Providing employees of the Main Directorate and branches of the River Register and ship crews with external regulatory documentation necessary for the safe operation of ships is carried out upon request by the technical library of the Main Directorate, in the branch by a specialist entrusted with these responsibilities. The procedure for providing technical documentation is determined by STO-24 “Management of external regulatory documentation”, the procedure for familiarizing River Register employees with local regulations, as well as requirements for ensuring the safety of documents generated in the activities of the River Register, are established in IR-SK-01 “Instructions for office work in the River Register”. The procedure for developing, updating, distributing and bringing to the attention of the standards of the River Register organization is defined in STO-01 “General requirements for managing standards of the River Register organization.” 3.2 Documents establishing the powers and relationships of the shipowner’s employees who manage the operation of ships in terms of ensuring the safe operation of ships and preventing environmental pollution (clause 2 of paragraph 1 of Article 34 1 KVVT) Powers and relationships of the River Register employees in terms of ensuring safe operation of ships and prevention of environmental pollution are established by job descriptions of employees and regulations on the departments where they perform their labor functions. 7 page 7 of 31 - ensuring the maintenance of the SMS in the branch; (amended version, Amendment 2) - ensuring proper implementation of the requirements for the safe operation of vessels assigned to the branch; — monitoring compliance by branch employees and the ship’s crew with requirements in the field of safe operation of ships and prevention of environmental pollution; — interaction with the responsible person on the application of the SMS in the branch; — submission of proposals to improve the SMS for consideration by the responsible person. 3.3 Document establishing the powers and interaction of crew members of the owner’s ships in terms of ensuring the safe operation of ships and preventing environmental pollution (clause 3 of paragraph 1 of Article 34 1 KVVT) Powers and interaction of ship crew members in terms of ensuring the safe operation of ships and preventing environmental pollution, established by: - ​​Charter of service on vessels of the Ministry of River Fleet of the Russian Federation; — job descriptions; — Instructions on combating the survivability of vessels of the Ministry of River Fleet of the RSFSR (NBJS) The captain of the vessel, appointed to the position by order of the River Register (branch), is the sole commander and leader of the ship’s crew. The main functions in the interaction of the ship’s crew to ensure the safe operation of ships and prevent environmental pollution are established in the management schedules, watch and ship work schedules, alarm schedules approved by the captain. 3.4 Methods of communication between the shipowner’s employees and the ship’s crew (clause 4 of paragraph 1 of Article 34 1 KVVT) The provision of vessels with means of communication is carried out by the River Register based on the requirements established by the legislation of the Russian Federation, the requirements of the River Register Rules, as well as the navigation areas specified by ship documents for solving the following problems: — safety of navigation and protection of human life on inland waterways; — operational management of vessels; — transmission of circular messages to ships; — transmission of hydrometeorological and route information for ships; — data transmission for automated control systems; — collection of data on the location of vessels Communication between the captain of the vessel and the person in charge (the captain of the vessel assigned to the branch and the deputy director of the branch), depending on the areas and navigation conditions, is carried out via mobile phone and the Internet. At

8 page 8 of 31 in the absence of the ability to communicate via mobile communications, the captain transmits information via VHF and MF/HF radio communications through the dispatcher of the coastal radio station. The captain daily transmits to the responsible person (deputy director of the person’s branch) a message containing the following information: 1) location of the vessel; 2) the amount of ship's stores; 3) hydrometeorological conditions; 4) other information at the discretion of the captain. A record of the transmitted message is reflected in the logbook. Persons who have access to negotiations on VHF and MF/HF radio communications are required to comply with the requirements established by: - ​​Radio communications rules on inland waterways of the Russian Federation; — Regulations on providing information to shipowners and navigators about navigation conditions on the inland waterways of the Russian Federation; — The procedure for dispatch control of vessel traffic on the inland waterways of the Russian Federation; — List of coastal radio stations and schedule of their operation on the waterways of the Unified State System of the European part of the Russian Federation. The captain (watch chief) is responsible for ensuring reliable operation and maintenance of communication and navigation equipment on the ship. (modified version, Amendment 1) The captain (watch chief) is obliged to: (modified version, Amendment 1) - ensure the technical operation and maintenance of the ship's radio station in accordance with the rules of technical operation, instructions and other regulatory and technical documents issued by the shipowner and manufacturer ; — ensure timely activation of communication and navigation equipment; - immediately report to the captain, the person in charge (deputy director of the branch) about the malfunction of navigation and radio equipment and take measures to restore its functionality. (modified version, Amendment 1) The captain (watch chief), when preparing the vessel for departure on a voyage, is obliged to accept notices to navigators transmitted by coastal VHF and MF/HF radio stations, and record them in the logbook for receiving weather forecasts, storm warnings and travel information and the journal accounting for proofreading. (modified version, Amendment 1) 3.5 The procedure for the crew of the ship to transmit reports of accidents, facts of non-compliance with legal requirements and/or requirements established by the shipowner (clause 5 of paragraph 1 of Article 34 1 KVVT) If a danger is detected that threatens the safety of the ship and /or people on board the ship, in the event of an accident (hereinafter, in this section, information about the accident), each crew member is obliged to immediately report this to the captain (watch chief) About all cases of non-compliance with legal requirements (threats to the safety of navigation, environmental pollution, etc.) . ) and/or requirements established by the River Register (hereinafter referred to as information on non-compliance with legislation), the ship's crew members transmit information to the captain (watch commander) The captain, having received information about the accident (3.5.1) and/or information about non-compliance

The procedure for transmitting a message is as follows: - in the Main Directorate: captain of the vessel; responsible person; deputy general director; — in the branch: captain of the vessel, deputy director of the branch, responsible person, deputy general director. The transfer by the captain of information about the accident and/or information about non-compliance with the law is transferred in established cases to the dispatcher supervising the movement of the fleet on this section of inland waterways, the territorial body of Gosmorrechnadzor, the Ministry of Emergency Situations and the administration of the inland waterways basin about the content of the information, with the corresponding entry being made in the watch register magazine. A list of organizations specified in this paragraph, with their contact details, is compiled and updated by the responsible person (deputy director of the branch) and transmitted to the ship. A message about an emergency situation with the ship, its crew and passengers must be transmitted without delay. Information about the accident must contain: - location vessels; - nature of the incident; — information about the nature of the damage to the ship (failure or destruction of the ship, machinery or equipment); — weather, current, wave height, wind speed; — information about nearby vessels; - the number of people, including crew, on board the ship. (introduced additionally, Amendment 1) Information about non-compliance with the law must contain: - location of the vessel; - nature of the violation; — about persons who committed a violation; - possible consequences; — urgency of elimination Information about the accident and/or information about non-compliance with the law is recorded in the logbook. The procedure for transmitting information about accidents by the crew of the vessel is regulated by the Rules of Radio Communication on Inland Waterways of the Russian Federation and the Rules of Navigation on Inland Waterways of the Russian Federation. 3.6 The procedure for the actions of ship crew members and other shipowner employees in the event of emergency situations (clause 6 of paragraph 1 of Article 34 1 of the KVVT) The captain (watch commander), having received a message about an emergency situation, must declare the appropriate type of alarm indicating the gathering place, change course and proceed to the nearest coastal point, where the necessary assistance can be provided to the ship, the crew and other persons on the ship, and in the event of a person falling overboard, begin to maneuver in order to save the person. The captain of the ship, on alert, controls the ship and directs the actions of the crew to combat for the survivability of the vessel (rescuing a person overboard), involving for this purpose whenever possible

(introduced additionally, Amendment 1) All documentation and reference information that is required to guide action in emergency situations and the fight for survivability is compiled in an emergency folder. The emergency folder includes technical documentation for the vessel, ship and berth alarm schedules (instructions for crew actions in response to alarms), and a list of third-party organizations capable of providing assistance to the emergency vessel. One set of emergency folder documentation is located on the ship, the second set is with the responsible person (deputy director of the branch). The captain is responsible for maintaining the emergency file on the ship; in the Main Directorate (branch) the person in charge (deputy director of the branch) General management and coordination of the actions of the employees of the Main Directorate (branch) (operational group) and crew members in the event of emergencies is carried out by the Deputy General Director . After receiving information about the accident (3.5.3 of this Manual), a task force is assembled. Depending on the nature of the emergency situation, in addition to the responsible person (deputy director of the branch), specialists from the Main Directorate (branch) for the hull, mechanical, electrical parts of the vessel, and personnel may be involved in the work of interacting with the crew of the vessel. The functions of the operational group, in the event of an emergency, include: - transmitting a message to the territorial body of Gosmorrechnadzor about the time and place, cause and circumstances of the emergency, the nature of the damage received and the measures taken to eliminating its consequences; — establishing communication with a ship in an emergency situation (emergency ship);

11 page 11 of 31 - establishing a specific time for the captain of the vessel to provide subsequent information; — collection of all information from all possible sources concerning the damaged ship; — establishing communication and contact with organizations capable of providing assistance in an emergency; — travel to the scene of an emergency if necessary; — establishing contact with relatives of the crew of the emergency vessel; — determining the need for a rescue and towing operation; — analysis of a message about an emergency situation on a ship; — notification of the branch of the River Register within the boundaries of whose activities an emergency situation occurred; — maintaining a chronological record and ensuring the safety of recorded events Based on the results of the analysis of the emergency situation, the Deputy General Director develops recommendations to the captain of the emergency vessel on the procedure and sequence of actions to eliminate the consequences of the emergency situation and determines the need to involve third-party organizations to provide assistance (rescue of the ship’s crew; rescue and towing operations, liquidation of the consequences of an oil spill) The captain is obliged, if he can do this without serious danger to his ship and the persons on it, to provide assistance to any person in distress on the water. The captain of a colliding ship is obliged to provide assistance to another ship involved in this collision, persons on board and members of its crew. The captain of a colliding ship is obliged to inform the other ship involved in the collision of the name of his ship. 3.7 Documents establishing the duties of the ship’s captain. The captain is not limited in the right to make, on his own responsibility, any decisions, in his opinion, that are adequate to the current situation to ensure the safety of the ship, all persons on the ship, to prevent environmental pollution, and to preserve property. The captain immediately informs the responsible person (deputy director of the branch) about the decisions made. The captain has the right, if necessary, to remove any member of the ship's crew from official duties. The captain has the right to contact, if necessary, the responsible person (deputy director of the branch) to provide financial, material and personnel opportunities to maintain the vessel and its technical equipment in good technical condition. 3.8 Training programs for the ship's crew on actions in emergency situations (clause 9 of paragraph 1 of Article 34 1 KVVT) In order to prevent emergency situations, the responsible person (deputy director of the branch) together with the captain plans and carries out preventive measures to ensure the operation of ships in accordance with their type, purpose and area of ​​navigation, the readiness of ships and crews to act in potential emergency situations and the fight for survivability. Programs for ship crew exercises and training to practice actions in emergency situations are given in Appendix B. Organization of ensuring the survivability of a ship includes: - the constant presence on board of the required number of crew members capable of ensuring the fight for survivability; — preparing the crew for the fight for survivability; — constant maintenance of the vessel, its devices, technical means and supplies in accordance with the requirements ensuring the safe navigation of the vessel; — constant readiness of means to combat the survivability of the vessel and rescue people; — proper surveillance of the ship and its surroundings. The captain of the vessel is responsible for maintaining the survivability equipment in good working order and ready for immediate action. River Register vessels are supplied, in accordance with current standards, with a full set of spare parts, tools and consumables to correct emergency damage to the survivability systems. Emergency and fire-fighting supplies and life-saving equipment are stored in in accordance with paragraph 2. 4 NBJS. Registration of emergency supplies is carried out in the emergency supply log. Preparation for the fight for the survivability of a vessel is mandatory for all crews and must be carried out in conjunction with technical training, in accordance with the requirements of the Charter of service on ships of the Ministry of River Fleet of the RSFSR, NBZhS and other governing documents. Practicing the organization of rescue and combating survivability is an integral part of daily service on board a ship.

The frequency of each type of drill drill is set by the captain of the ship in accordance with 3.8 NBJS Drill drills are announced at the direction of the captain. For ships with a crew of less than six people, instead of muster schedules and personal cards, instructions on how to act in the event of alarms are developed, approved by the captain of the ship. Forms of the alarm schedule, alarm docking schedule, as well as the personal card of the crew member and passenger are given in the NBZhS To ensure the constant readiness of the employees of the Main Directorate (branch) and the ship’s crew to act in the event of an emergency, joint exercises are conducted between the crew members and the operational group (3.6 .7 of this Manual). Joint exercises are held once a year in accordance with a schedule developed by the responsible person and approved by the General Director. The schedule includes exercises of operational groups of the Main Directorate and branches. Employees of the Main Directorate (branch) taking part in joint exercises must be provided with a ship emergency folder (3.6.6 of this Manual) The results of joint exercises are reflected in a report drawn up by the responsible person (deputy director of the branch ). A report on the results of joint exercises in the branch, signed by the deputy director of the branch, is sent to the responsible person. 3.9 The procedure for familiarizing ship crew members hired or assigned to the ship with their duties before the ship departs for a voyage. A vessel is considered ready for a voyage if it is in good technical condition, manned according to the staffing schedule, equipped with the necessary fuel reserves, materials and supplies in accordance with the standards established in accordance with the navigation area. The schedule includes inspections and tests of: - ship engines, remote automatic control of engines, systems, devices, propulsors, equipment, the sudden failure of which can lead to the occurrence of dangerous events; — ship reserve and emergency technical means and equipment not constantly used; (modified edition, Amendment 1) - shipborne measuring and control equipment; — life-saving equipment (Appendix D). The results of the analysis are presented in the annual report of the production and economic activities of the River Register. The revision of the SMS is carried out when the requirements of legislative and other regulatory documents for the SMS are changed or supplemented and based on the results of an analysis of the effectiveness of the SMS. The revision of the SMS includes changes to the documents regulating the management of the safe operation of ships, as well as, if necessary, the publication of new documents.

These incidents are associated with non-compliance by the ship crew with the Rules for the passage of ships through the locks of inland waterways.

    Failure of the floating eyelets to operate leads to complications in the organization of ship passage, in terms of the placement of vessels in the lock chamber and the forced removal of the locks from operation to bring the floating eyelets into working condition. FBU Administration Volgo-Balt incurs additional costs.

    In this regard, we ask you to take the necessary measures and ensure proper monitoring of the mooring ropes of ships during locking. If the mooring rope gets into the support and running devices of the floating eye, it is necessary to immediately report this circumstance to the dispatcher (watch chief) of the lock.

    Clearing rivers of ice and, consequently, navigation in 2013, as expected, began later than predicted. This affected the lake areas of reservoirs to a greater extent. The flood was high and prolonged, which undoubtedly played a positive role in the deployment of navigation, as well as in the work of the transit fleet.

    In winter, the Rybinsk reservoir was drawn down to the level of 99.04 m BS (04/17/2013). According to preliminary forecasts, the reservoir was expected to be filled to 101.91 m BS, which was done by 06/02/2013. The high level of the reservoir made it possible to operate until June 11 at an average daily flow rate through the Nizhegorodskaya HPP of 1550 m3/s, and from June 12 at an average daily flow rate of 1300-1350 cubic meters. m/s, with a depth of 350 cm for 5 hours and with a minimum depth in the “dip” of 270 cm.

    As of June 20, the Cheboksary, Kuibyshev and Saratov reservoirs are filled to levels exceeding the NPL.

    Hydrological conditions in the Lower Volga from the Volzhskaya hydroelectric station to the settlement. Streletskoye remain favorable. Thus, the hydrological situation in the Volga basin as of June 20 is characterized by increased water content compared to the average year.

    To ensure uninterrupted navigation throughout the entire duration of navigation, the Federal Budgetary Institution "Administration of the Volga Basin" carries out a complex of track works, including dredging, maintaining the navigation situation, carrying out channel surveys and ensuring the cleanliness of shipping routes by carrying out trawling and bottom cleaning works.

    In accordance with the “List of inland waterways of the Russian Federation”, there are 9231.3 km of waterways within the Volga Basin, of which, in order to implement the established “Program of categories of navigation equipment and the timing of their operation, guaranteed dimensions of ship passages in navigation 2013-2015 according to FBU "Administration of the Volga Basin" and state assignment as of June 18, 2013, 4079.6 km are open for navigation.

    Of the 4079.6 km of waterways open to navigation:

    – with guaranteed dimensions – 3126.6 km;

    – with illuminated conditions – 2975.6 km;

    – with reflective conditions – 46 km;

    – with unlit conditions – 1058 km.

    The number of navigational signs involved is 4057 units, including coastal ones - 1380 units, floating ones - 2677 units.

    The saturation of transit waterways with illuminated and unlit signs averaged 1 sign per 1 km, including 1 sign per 1.16 km on illuminated waterways.

    To carry out dredging work within the boundaries of the serviced waterways, 12 dredgers with a total technical capacity of 11,600 cubic meters were put into operation. m/hour.

    The volume of soil extracted by FBU dredgers as of June 20, 2013 is 1.53 million cubic meters. m, of which 1.4 million cubic meters were removed to maintain guaranteed track dimensions on transit shipping passages. m, on non-transit routes and contract work - 0.13 million cubic meters. m.

    The main volume of transit dredging in order to maintain guaranteed track dimensions is extracted in the following areas:

    - R. Volga from Gorodets to Nizhny Novgorod with a length of 54 km, the volume of excavated soil amounted to 311.15 thousand cubic meters. m;

    - R. Volga from the Volgograd Gateway to the village. Streletskoye is 498 km long, the volume of excavated soil was 1062.77 thousand cubic meters. m.

    Maintaining guaranteed track dimensions within the boundaries of the Gorky, Cheboksary and Volgograd reservoirs is carried out mainly without dredging on ship passages and is ensured by stable filling of these reservoirs to the corresponding NSL marks.

    To carry out channel surveys, the Department involved 7 parties.

    During the navigation period, channel parties perform:

    – channel surveys to monitor the dimensions of the path, as well as to place and adjust the location of navigational barriers to the ship's passage (NOSH);

    – prepare planning material for proofreading and drawing up pilot charts within the boundaries of the Volga basin;

    – prepare planning material to ensure the production of dredging operations and carry out control surveys;

    – channel surveys under contracts with third parties;

    – restore the reference farm;

    – compile albums of plans for areas where riverbed surveys were carried out.

    The volume of trawling work performed as of 06/01/2013 is 54 square meters. km.

    In order to provide skippers with operational navigation information during the non-navigation period, the Federal Budgetary Institution “Administration of the Volga Basin” has entered into government contracts and agreements with state centers for hydrometeorology and environmental monitoring to obtain hydrometeorological and operational forecast information.

    In order to check the quality of maintenance of inland waterways, a spring inspection of the route was carried out with the participation of representatives of the Volga UGMRN Rostransnadzor and shipowners, as well as scheduled inspections of waterways by employees of the FBU Volga Basin Administration. Based on the results of the inspections, it was noted in the acts and reports that the actual placement of navigation fence signs corresponds to the approved diagrams, the quantitative and qualitative composition of navigation signs meets the requirements for safe navigation conditions for ships. The visibility of signs and signal lights complies with the requirements of GOST 26600-98, i.e. The quality of the navigation environment on transit waterways ensures safe navigation.

    In July 2013, the reconstruction of the Saralevsky water hub began, the total cost of work is 594.7 million rubles, the volume of soil removed is 4457 thousand cubic meters. m. The project provides for the creation in the section of the Saralevsky water hub (2630-2667 km of the Volga River) of a ship passage that ensures safe navigation conditions, with a radius of curvature of 1100 m instead of the existing 700 m.

    Port control: first results

    Almost a year has passed since Federal Law No. 131-FZ of July 28, 2012 of the Ministry of Transport of the Russian Federation came into force. First planned reporting period. So what results have been achieved in the Volga basin?

    The structural diagram of state port control of the Volga Basin Administration remains the same. These are six inspections located geographically throughout the basin in the cities of Nizhny Novgorod, Kazan, Samara, Saratov, Volgograd and Astrakhan. Inspections are headed by heads of inspections - deputy heads of branches of the Administration. General management of activities is carried out by the state port control service (SPK) under the Administration of the Volga Basin. Over the past period, the staff of inspectors has systematically increased, the total number of inspectors today is 52 people. The optimal working hours for inspectors have been determined.

    The process of selecting vessels for scheduled inspections has been developed. In each territorial inspection of the Civil Procedure Code, based on the daily location of vessel traffic available at the control dispatch centers of the Volga Basin, data on vessels from the port state control information system and additional information presented in the MoRe CIIS, a list of vessels scheduled for inspections is compiled. Information on ships and other floating objects scheduled for inspection, indicating the location of the inspection and the name of the inspector, is sent to the State Inspectorate Service of the Volga Basin Administration. The Civil Inspectorate Service monitors the information provided, issues inspection orders, and distributes them to territorial inspections. Information on the results of inspections of ships and other floating objects entered by State Inspectorate inspectors into the state port control information system is also controlled at the level of the State Inspection Service of the Volga Basin Administration.

    In order to bring to the attention of organizations operating water transport the innovations in the provisions of the Code of Inland Water Transport, including those that entered into force on 01/01/2013, during the non-navigation period meetings and conferences were held with representatives of shipowners and ship captains. Changes and additions were made to the additional training programs for executive managers on navigation safety of shipping companies and advanced training for officers of inland water navigation vessels. The maximum amount of information was posted on the website of the Administration of the Volga Basin, explanatory consultations were held when representatives of organizations - shipowners and ship captains - approached.

    It should be noted that the result of such events had a positive impact on the statistics of ship inspections. The number of violations of mandatory requirements due to the invalidity of ship documents specified in Article 14 of the KVVT, and inconsistency of diplomas and certificates of ship crew members has decreased significantly.

    Over the past period, operational interaction has been organized between the state port control service of the FBU Volga Basin Administration and the Volga Department of State Marine and River Supervision of Rostransnadzor. Information is provided by the Civil Procedure Code service on the following facts: identified violations of mandatory requirements that resulted in a temporary delay in the movement of the vessel (name of the vessel, name of the shipowner, list of identified violations); identified violations of licensing requirements (lack of a license for the type of activity, lack of an agreement for the use of the basin infrastructure, lack of an appointed person responsible for the safety of navigation in the company, lack of insurance coverage for the activity); identified violations by the vessel of regulatory documents regulating traffic along the Volga Basin waterway (standard patterns for the formation of convoys, overall dimensions, rules of navigation, locking, radio communications).

    Significant results of interaction are: organization of joint inspections of ships after a recorded transport accident; making joint decisions and performing operational actions in emergency situations (blocking traffic, moving the shipping lane, emergency situations); carrying out certifications of specialists and executive managers responsible for the safety of navigation of third-party organizations, including the dispatch apparatus of ports and shipowners.

    The activities of the Volga Basin Administration are carried out within the administrative boundaries of fifteen constituent entities of the Russian Federation. Taking into account the temporary process of entry into force of regulatory by-laws regulating the activities of state port control on inland waterways, over the past period the control and supervisory authorities have carried out checks of the implementation of legislation in the field of navigation safety. Together with representatives of the regional transport prosecutor's offices, random checks of ships and other floating objects were carried out, inspections of watercraft during public events on the water and in winter.

    Indicators of performance of functions for state port control of ships and other floating objects on the GDP of the Volga basin for the first half of 2013 are as follows:

    – 798 inspections of ships and other floating objects were carried out;

    of which: passenger ships - 122, tankers - 77, dry cargo ships - 84, tugs, barges, auxiliary vessels - 515;

    – the movement of 39 vessels was temporarily delayed;

    – 3,196 violations of mandatory requirements for ships were identified, of which ship certificates and documents – 936, rescue equipment and supplies – 617, fire-fighting equipment and supplies – 578, condition of ship machinery – 16, other deficiencies – 1042.

    Vessel traffic regulation

    State registration of ships and other legally significant actions in the State Ship Register are carried out on the basis of the provisions of Article 16 and Chapter X of the KVVT, as well as the Rules for the State Registration of Ships, approved by Order No. 144 of September 26, 2001 of the Ministry of Transport of the Russian Federation.

    The activities of the certification, certification and passport and visa regime service are regulated by Article 34 of the KVVT and regulatory by-laws in the form of orders of a number of ministries and departments of the Russian Federation.

    The structure of the vessel traffic control service remains the same and consists of 12 control dispatch points located in the cities of Yaroslavl, Gorodets, Balakhna, Nizhny Novgorod, Cheboksary, Kazan, Chistopol, Ulyanovsk, Togliatti, Balakovo, Volgograd and Astrakhan. All control centers have access to the MoRe CIIS and to the database of the Volga Basin AIS system.

    The Shipping Safety and Radio Navigation Service ensures the coordination process for the movement of oversized vessels and trains in the Volga Basin, and organizes the process of eliminating the consequences of transport accidents with vessels. Interacts with the Volzhsky Department of State Maritime and River Supervision of the Federal Service for Supervision in the Sphere of Transport and ship-owner organizations in terms of making operational joint decisions for the purpose of vessel traffic safety. Providing vessels with these Traffic Features is the responsibility of the shipowner. For violation of traffic rules, the perpetrators bear responsibility established by law.

    11. In Lake Onega, navigational hazards are protected according to the cardinal IALA system (region A), with the exception of the Kizhi skerries, straits, bays and approaches to berths, where navigational hazards are protected using the lateral system. In this case, in areas with a lateral fencing system, the direction of the conditional flow is considered as follows:

    - in the Kizhi skerries, in the Nikolsky Strait - from north to south;

    - in straits, bays - from a smaller basin to a larger one;

    12. On the White Sea-Baltic Canal, including Vygozero with all ship routes, navigational hazards are fenced off according to the lateral system, while the direction of the conditional current along the main shipping channel, including Vygozero, is considered from Povenets to Belomorsk, and on the additional shipping channels of Vygozero it is conditional The current is considered from the shore towards the main shipping channel.

    15. Boatmasters of all vessels who are not familiar with the conditions of navigation in the basin and do not have a certificate of passing the knowledge test on the special navigation of the basin are required to follow the guidance of pilots.

    16. For ships traveling from Lake Onega to the White Sea-Baltic Canal route and requiring pilotage, the beginning of pilotage is considered to be the Povenetsky roadstead; For vessels moving from the canal to the lake, consider lock No. 1 to be the end of the pilotage.

    18. Management and control over the movement of vessels in the basin is carried out by dispatch services of the Belomorsko-Onega State Basin Administration of Waterways and Shipping (hereinafter BO GBUVPiS) in the areas assigned to them:

    — dispatch service of the Onega region of waterways: Lake Onega with the flowing rivers Vodla and Andoma;

    — dispatch service of the Povenets district of hydraulic structures: from the village of Povenets to the 10th lock of the BBK, including Vygozero;

    Dispatch service of the Sosnovets district of hydraulic structures: from the 10th lock to the 18th lock of the BBK;

    Service of the captain of the Belomorsky seaport: from the 18th lock of the BBK to the Great Soroki roadstead.

    19. In the southern part of Lake Onega on the Voznesenye-Vytegra shipping route, management and control over the movement of vessels is carried out by the dispatch service of the Volgo-Balt State Budgetary Institution.

    20. Dispatch permission for vessels to enter Lake Onega is issued by the traffic controller:

    — from the points of Voznesenye, Vytegra traffic dispatcher of the State Budgetary Institution "Volgo-Balt";

    21. Permission to exit and control the movement of passenger high-speed ships, passenger ships of suburban traffic from Petrozavodsk, Kizhi is carried out by the dispatcher of the passenger district administration of the port of Petrozavodsk.

    22. Responsibility for preparing the vessel and crew for navigation in accordance with the requirements of the Russian River Register and the Rules of Technical Operation lies with the shipowners, regardless of departmental affiliation.     — time of exit to Lake Onega;

    — destination (exit);

    24. All vessels during the passage through Lake Onega report their location and weather conditions to the dispatcher every 4 hours from the moment of departure.

    25. Navigation in Lake Onega is carried out using sea navigation methods, and one should be guided by the “Rules of Navigation according to the GDP of the Russian Federation”, “Manual on the organization of navigational service on ships” and these Traffic Features.

    26. When sailing in Lake Onega, navigators are required to conduct an executive plot with a mark on the map at least every hour of the vessel’s calculated or observed location.

    27. Turning points and watch changes are marked on the map with an entry in the ship’s log of the latitude and longitude of the vessel’s location.

    28. When passing and overtaking, ships and convoys in the open part of Lake Onega must have an interval between sides of at least 500 meters.

    29. The speed of tourist vessels in the Kizhi skerries should not exceed 16 km/h, and on the section Longas Strait - the northern tip of Kovylnik Island, the speed of all displacement vessels should not exceed 14 km/h.

    30. The speed of all vessels on the Vodla River is limited to 10 km/h in the following areas:

    31. Sailing in the southern part of Lake Onega on the Voznesenye - Vytegra route is carried out using a traffic separation system.

    — “Traffic lane” is a specific area within which one-way traffic is established.

    33. Vessels that can safely use the appropriate lane in the traffic separation system for transit passage must use it.

    34. Vessels using a traffic separation system must:

    - follow the appropriate lane in the general direction of traffic flow accepted on it;

    — stay as far as practicable away from the traffic separation line or traffic separation zone;

    - in general, to enter or leave a traffic lane at its terminal sections, but if a vessel leaves or enters a traffic lane from either side, it should do so at as small an angle as possible to the general direction of traffic flow.

    35. A vessel should, as far as practicable, avoid crossing traffic lanes, but if forced to cross a traffic lane, it should do so as far as possible at right angles to the general direction of traffic.

    36. A vessel, unless crossing a traffic separation system or entering or exiting a traffic lane, shall generally not enter a traffic separation zone or cross a traffic separation line except:

    — cases of emergency to avoid immediate danger;

    — cases when it is connected with fishing within the traffic separation zone.

    37. Vessels operating near the ends of traffic separation systems must take particular care.

    38. The vessel should, as far as practicable, avoid anchoring within the traffic separation system or near its ends.

    39. A vessel not using a traffic separation system must keep a sufficient distance from it.

    40. Small vessels and sailing vessels must not impede the safe movement of other vessels moving in the traffic lane.

    41. Vessels proceeding in the traffic separation system, if there is a risk of collision, must be guided by other relevant rules.

    — bars of the Vodla and Andoma rivers;

    — when entering Pindushi and Perguba;

    — in the straits: Lipovo-Zayachy, Longassky, Chelmuzhsky;

    — at the Kotnavolotsky site between the red and white buoys;

    — on the Longassky section between the Karelsky and Kovylnik islands.

    43. All vessels when navigating Lake Onega are prohibited from replacing the forward masthead light with a reserve masthead light in the bow of the vessel.

    45. Vessels engaged in the destruction of magnetic compass deviations and radio deviations are required to carry a two-flag signal consisting of the letters “O” (OSKA) and “O” (KEBEC) of the international code of signals (“O” is a two-color panel of red and yellow, divided by diagonals, “O” - yellow cloth). Other vessels must not obstruct the movement of such vessels and are obliged to give way to them.

    46. ​​Divergence and overtaking of ships and convoys on the White Sea-Baltic Canal is allowed only on straight sections of the route. Overtaking ships and convoys at a distance of less than 1.5 km from the lock is prohibited.

    52. The speed of vessels moving through artificial canals should not exceed 8 km/h:

    60. The movement of small and sailing vessels on the shipping routes of the basin is carried out in accordance with the Navigation Rules according to the GDPR of the Russian Federation.

    61. The movement of small vessels and sailing vessels in port waters is prohibited.

    62. The movement of small vessels and sailing vessels in the area of ​​Petrozavodsk passenger berths is permitted at a distance of at least 500 meters from them.

    67. Small vessels are prohibited from entering and maneuvering in the approach channels of locks while large vessels are at the lock.

    Section 3. Parking of ships and convoys

    68. Ship captains and berth owners are responsible for the safety of ships moored at the berths.

    The radio bulletin is transmitted to all ships in a circular manner via VHF radio communication from Petrozavodsk, Povenets, Shaly and Belomorsk, in accordance with the “Instructions for organizing and maintaining radio communications.     Based on messages from the Onega RVP, Povenetsky and Sosnovetsky RGS, SKP Belomorsk about changes in navigation conditions of a permanent nature, the route and ship services service of the BO GBUVPiS issues uniform numbered serial notices to navigators along the canal and Lake Onega, transmitted through the radio stations of the Basin Communications and Radio Navigation Center via VHF- radio communications from Petrozavodsk, Shala, Povenets and Belomorsk in circular terms - following the weather forecast for all ships.     7. OTHER INFORMATION

    Based on daily data from PRGS, SRGS, ORVP, the track and ship services service of the BO GBUVPiS publishes a newsletter once a week on Mondays and sends it by mail to the following addresses: OJSC "BOP", GRSI BOB and the Volga-Baltic State Basin Administration of Waterways and Shipping.

    6. Circumstances of the transport accident (detailed description of the incident indicating the sequence of all maneuvers, speed, orders, commands, signals, etc.).

    7. Subsequent actions of the crew, including actions to eliminate the consequences of a transport accident, rescue people and cargo.

    8. The number of injured or dead people, their last names, first names, place of residence, year of birth.

    9. Damage to the hull, mechanisms, propulsors, steering devices, which must be documented in the “Ship Technical Report”.

    10. Consequences of damage (flooding of compartments, loss or damage to cargo, environmental pollution, possibility of movement, etc.).

    11. Compliance of rafting of the raft and equipment with the requirements of rafting and raft formation.

    The first copy of the transport accident report with attachments is sent to the line department of the shipping inspection, the second and third - to the owners of transport facilities, copies of the reports remain with the participants in the transport incident.
